Batteries: Cheapest Form of Grid Power?

MIT Technology review article features an interesting application of  Li-ion battery storage in combination with wind power. The battery storage is used to deliver frequency regulation services. It is not apparent from the article if this is an experimental or a commercial deployment; presumably the first, but it is claimed that the speed of the batteries is delivering value over what can be achieved with conventional power stations.
